Tehran is willing to restart nuclear negotiations with the United States as long as it is handled with "respect" and "honor", Iran's foreign minister has stated.

The Iranian diplomat stated only diplomacy produced results, and revealed fresh requests had originated from go-betweens to reopen discussions with the US government. He claimed Iran had zero unreported enrichment locations, and Tehran had not yet reached a point to allow the UN nuclear inspectorate to access bombed nuclear sites for safety concerns.

Walking a Complex Path

The foreign minister is treading a complex route since Iran does not want be seen to be operating from a stance of vulnerability, and he emphatically stated that Iran had come out stronger in military terms and emotionally from the Israeli-US attack on its enrichment centers in June.

He was speaking at a security conference in Tehran where he reiterated that Iran had "a fundamental entitlement to process nuclear material domestically that it will always maintain" – the key factor of the impasse in the prior discussions.

Earlier Talks Suddenly Ended

The earlier sessions of discussions between the United States and Iran were brought to an abrupt and acrimonious termination on 12 June when the Israeli government, with American backing, attacked Iran's enrichment centers in a 12-day war that concluded with the US president asserting the facilities had been eliminated. Subsequently, EU nations used their right to reimpose global restrictions, but Iran asserts they have not had a substantial consequence.

Perfect Agreement Proposed

Tehran representatives stated they felt they had achieved a "perfect agreement" to the nuclear fuel concern in earlier negotiations, when it was decided an local partnership with American involvement could refine atomic fuel. The two nations would have been able to claim victory since local refinement would have persisted and the US could be confident that Iran's atomic project was entirely non-military.

It had not been agreed in the discussions that American atomic experts could operate within Iranian territory, but that was a logical implication of the partnership suggestion. Representatives stated repeatedly they had reached agreement with Trump's special envoy the US official only for the arrangement to fall apart due to "spoilers in Washington".

Present Status

Iranian officials declared the partnership proposal was now no longer available, but it seems highly likely the suggestion could be reintroduced in various formats if discussions reopen.

The US president recently stated he had been obtaining communications that Iran desired to resume discussions, but confidentially Iran's diplomats claim they are not yet receiving clear proposals from the United States either directly or from important Middle Eastern intermediaries, such as Qatar, Egypt, the Omani authorities and the Saudi kingdom. The Iranian foreign ministry has been accused of inactivity in the wake of the US president's straightforward manner, but Tehran states diplomacy is not part of a performance.

Diplomatic Position

In his address to the conference, intended to depict the US as a dominant force that abuses the notion of international law, the foreign minister said the two-week conflict showed the conflict could not be ended by military means. He asserted the strikes began with a US demand for an unconditional Iranian surrender and ended with an unconditional call for a halt to hostilities.

Iran is certain the initial Israeli attacks were carried out with full US knowledge and coordination, making faith hard to rebuild.

Diplomacy Stays the Ultimate Solution

The foreign minister said: "Tehran was not the one that had abandoned negotiations; it was the United States and the European states that had consistently sought to enforce their will during the talks. Dialogue can still be viable and remains the ultimate answer to address disagreements, but its criteria, rules and fundamentals must be adhered to."

"Provided that they talk to the Iranian people with the tone of respect and respect, they will get a reply in the equivalent approach."

Recovery and Recovery

In what is portrayed by Iranian officials as the struggle of recovery and reconstruction, Araghchi claimed he was assured Iran's defence capabilities "have significantly improved than prior to 13 or 14 June of this year.
